THOHOYANDOU - Following the second complaint of a water shortage by the community at Dzingahe, on which we reported three weeks ago, the Department of Water Affairs and Forestry (DWAF) has promised to address the problem.
In a statement that was sent to our offices on 16 May, 2002, Ms Iris Lebepe, the acting communication officer for DWAF said, "the department is in the process of addressing the water shortage at Dzingahe."
She cited the following as the cause of the problems: A contractor was appointed to do the construction and his tender rates for some items were very low, which resulted in a shortfall of funds of R65 000. The two villages of Ngudza and Dzingahe receive their water from the Vondo Regional Water Scheme via the RD7 reservoir. The two villages share one pipeline, which goes via Ngudza. As a result, Dzingahe is unable to receive water.
To address this problem, Lebepe said the department held meetings with the two villages separately on 8 May to make arrangements for sharing the water. She said the agreement reached with the community was that water would be accumulated for two days for Ngudza and two days for Dzingahe, while department officials will monitor the supply. Right now, Lebepe said, they are still waiting for the recommendations from the engineer concerning the contractor.
