Mayor's 100 day plan failed, says DA

News  Date: 09 January 2004

MAKHADO – When the new mayor launched his 100 days programme of action on 26 September 2003, even members of the opposition hoped that it a case of a new broom sweeping clean, but as the programme ended on Monday (January 5), the Democratic Alliance said that nothing had been achieved during the mayor’s 100 days of action.

Just after his inauguration on September 2 last year, Cllr Sarel Rhulani Nkuzana launched the 100 days programme of action, aimed at speeding up service delivery, thereby ensuring that all enjoy a better life. He even told media representatives to monitor his programme of action, which the Democratic Alliance refers to as a myth.

According to Mr Timothy Maanda of the DA, the commitment by the Mayor when he launched the programme, shows that he wants to see things happening, but he doesn’t have the capacity. He said that allegations of fraud, sexual harassment, nepotism, performance bonuses of the Municipal Manager and the problems submitted by the South African Municipal Workers Union (SAMWU) should have been resolved during the mayor’s 100 days of action, but these are still outstanding.

“During his meeting with us as members of the oppositions, he promised us an office at the municipality that would be specifically for us.” Maanda added that, in proving that the Mayor was too ambitious, he applied delaying tactics by appointing an incompetent commission of inquiry comprised of ANC councillors. “As the Democratic Alliance, we regard such commission as another ANC committee. We also hope that at the first council meeting, a comprehensive report about the Mayor’s 100 days programme would be submitted to us as councillors,” he said.

In addition, Mr Maanda said that Cllr Nkuzana should have reshuffled the executive committee to avoid conflicts of interest because certain members are also implicated in corruption, fraud and sexual harassment. “He committed himself that problems pertaining to water, electricity and grading of streets would be resolved during his programme of action, which he never did,” he said.

Efforts by Mirror to get the views from the Makhado Municipality proved fruitless, as no one was prepared to respond on the matter.
