The general manager in the office of the Vhembe District executive mayor, Mr Shumani Razwiedani, has been appointed the acting municipal manager of Musina Municipality.
He was appointed with effect from 4 Apri. It follows the municipal council's suspension of the municipal manager, Mr Abram Luruli, in November last year.
The council had taken a resolution on the intention to suspend its municipal manager during a special meeting held on Tuesday 15 November last year. Luruli was immediately served with a letter after that council meeting and was given an opportunity to respond why he thought he should not be suspended. Even though Luruli met the deadline for submitting his written submission on Monday, 21 November, he was later suspended.
He was charged with absconding from work for four months without permission from the council. According to the council, Luruli took leave from 1 April 2011 and he was supposed to come back to office on 1 June 2011; instead, he reported for work on Friday, 11 November, 2011.
Luruli also faces charges of corruption, maladministration, failure to comply with the Municipal Finance Management Act and the unlawful awarding of tenders.
Musina Municipal spokesperson Mr Wilson Dzebu confirmed Razwiedani's appointment. "Taking into consideration his experience in leadership and management, the Musina municipal council has no doubt that Razwiedani will take the municipality to a higher level."
Razwiedani's experience includes working as the first town secretary of the first democratically elected Greater Thohoyandou Transitional Councli (TLC) in 1996; serving as the manager: corporate services of Thulamela Municipality after the 2000 local government elections until September 2003, when he was appointed the first manager: administration of the newly established Vhembe District Municipality.
From mid-2006, Razwiedani became the general manager in the office of the executive mayor to date.
From December 2006 until December 2007 he was the acting municipal manager of Vhembe District Municipality. Razwiedani holds the following academic qualifications: BA, B ED, Diploma in Public Policy and Administration (PPDA) from Wits and a master's degree in development studies.
