NGOVHELA – In the new system of ruling initiated by Thovhele Kennedy Midiyavhathu Tshivhase, a second headman (Gota) was installed at Ngovhela Backside last Saturday.
The ceremony was attended by hundreds of community members and traditional leaders clad in traditional attire. Nobody objected when Chief Kennedy Tshivhase announced that Mr Ntshengedzeni Sikhwivhilu is the new headman of Backside Village. His Khotsi munene was Tshimangadzo Sikhwivhilu and Mrs Matamela was installed as Khadzi.
Headman Ntshengedzeni is a teacher and also a member of the Living Gospel World Mission Church at Tshilivho, under the tutelage of Pastor MP Ramulifho.
According to Thovhele Midiyavhathu Tshivhase, he needs a productive leader who will be able to solve problems in an intelligent way. As a teacher, and churchman, he might be able to elicit problems from his followers, Tshivhase said.
The village has a large population and as such the former Chief Tshinanne Tshitondovhe could not handle the pressure from such a population alone, he needed help. It is against this backdrop that Ntshengedzeni was installed. Two leaders instead of one in a village with a large population as this one could pave the way for development, he said.
The new headman will rule in the regions of Tshitotsheni, Mahungani and Mpandani.
Tshivhase told Mirror that he would install many new headmen in his area. He might even install as many as three headmen per village, depending on the population ratio in the villages.
About four headmen will be installed at Ngovhela, another four at Ngwenani Ya Ha-Mapholi while Vhufulwi, Luvhimbi and Tshilapfene will each get two headmen (Gotas). Tshitereke, Matangari and Ha-Makhuvha will each have three headmen.
According to Tshivhase's plan, Khalavha deserves to be ruled by two headmen and a date will be set to install a new headman at Khalavha.
This new system of ruling was firstly discussed during a gathering at Tshivhase's kraal a fortnight ago and concluded that if the headman fails service delivery, he will be dismissed from his position as headman.
This programme started a fortnight ago at Nyamande and is supposed to be finished in December this year. Tshivhase warned his subordinates not to intervene in the demarcation clash. He said that the demarcation clash must be left for him as Thovhela.
