Huge discount on municipal debts in Thulamela area

News  Date: 01 December 2006

After receiving numerous requests from communities for discounts on outstanding debts, the Thulamela Municipality has finally opened its heart to its inhabitants.

Mayor Thivhulawi Makumbane said it emerged during the IDP consultative meetings with the communities that residents are eager to pay for services, but they were worried about outstanding debts.

"At a council meeting held on 15 November, we opened our heart to our beloved community members by giving them massive discounts on their debts. These discounts are based on outstanding amounts at 30 November 2006 and to run until 28 February 2007. This means that community members are given three months to pay their discounted debts while at the same time continuing with their current accounts. We know the tough circumstances faced by some of the families and we cannot just keep quiet without doing anything. The community has elected us to our offices and we must do what they want us to do. Let the people govern because it is their democratic right to do so."

Makumbane said the discounts are classified into three categories. "All registered indigents as on 30 November are given 100% discount on their outstanding debts. Those who fall into the residential category are given 60% discount upon settlement of the debt. The business fraternity is given 40% discount upon settlement of the debt. In both instances, acknowledgement of debt will not qualify for a discount unless the debt is settled in full."

Makumbane further added that the municipality is proud of the commitment by the majority of the community members who are paying services regularly. "The commitment displayed by our community in the payment of services is overwhelming. We hope this will also motivate those who are lagging behind to join us because the money is used to develop the communities."
